The question of the Union's legal personality has essentially been raised in connection with the power to conclude treaties or accede to agreements or conventions since the Union, which includes three separate Communities, each of which has its legal personality (European Community, ECSC and Euratom) and two areas of intergovernmental cooperation, does not have a power to conclude agreements under international law.
